About TAPCYC
TAPCYC is the peak body for PCYCs in Tasmania. TAPCYC is currently a member-based organization that is governed by an independent and
skills focused Board of Management. The operational responsibility of TAPCYC rests with a State Manager who is a full-time employee of
TAPCYC.
TAPCYC has an aspirational vision statement; To be the leading agency at the front line of child and youth issues in Tasmania.
The member clubs of TAPCYC are, Burnie PCYC, Queenstown PCYC, Launceston PCYC, Clarence PCYC, Huon Valley PCYC, Hobart PCYC and Bridgewater
PCYC. Launceston PCYC and Hobart PCYC are Tasmania’s two regional clubs, and all other member clubs are local community focused clubs.
TAPCYC has a plan to streamline and simplify the governance and management of PCYCs in Tasmania via a regional management strategy. TAPCYC
also has a plan to strengthen its long-standing relationship with Tasmania Police, while also establishing strong working relationships
with schools via the department of Education, Children and Young People, and with communities via Local Government, and with the department
of Premier and Cabinet relating to TAPCYCs vision.
Position Purpose
The primary purpose of this contracted role at TAPCYC is to for the incumbent to manage every aspect of the of planning, implementation,
reporting and evaluation of a TAPCYC crime prevention and early intervention project called Reset Opportunities for Youth Works (ROYW). The
ROYW project is designed for vulnerable, disadvantaged or at-risk children and young people. The goal is to divert young people away from
entering the youth justice system by providing mentoring and capability-building activities that focus on relationships, community
connections, making positive choices and educational engagement.
The ROYW project is a partnership between TAPCYC and Tasmania’s two regional PCYC clubs, Launceston PCYC (northern half of Tasmania) and
Hobart PCYC (southern half of Tasmania). Other TAPCYC member clubs will be provided with an opportunity to participate in the project via
either Launceston PCYC of Hobart PCYC.
Throughout the 16-month contracted period, the ROYW Project Manager will also work closely with the TAPCYC State Manager, and the Managers
of both Launceston PCYC and Hobart PCYC in an endeavour to ensure the ROYW project can attract further grant support and/or corporate
funding support to continue statewide delivery of ROYW beyond the designated project period.
About The Role
The ROYW Project Manager will:
• Quickly demonstrate strong capabilities in areas of analysis, report writing, effective use of data/information and effective use of
technology to gather and present relevant program outcomes and measurable results.
• Demonstrate an ability to cooperatively collaborate with the key project team people at TAPCYC, at Launceston PCYC and those at Hobart
PCYC.
• Demonstrate a willingness to positively influence ROYW project outcomes and results.
• Play a lead role in determining the most effective way to positively market and promote the ROYW project to all key stakeholders and PCYC
member clubs.
• Quickly demonstrate strong relationship building skills. • Comply with TAPCYC policies and procedures and be prepared (if reasonable) to
follow the advice and guidance of the ROYW project key stakeholders.
Key Accountabilities
• Quickly establish an intimate understanding of the ROYW project grant application, project intent and reporting requirements and
timelines, and through this process the ROYW Project Manager will be encouraged to suggest any additions or adjustments to improve/enhance
any aspect of the ROYW project.
• Quickly get to know the key stakeholders of the ROYW project and establish a cooperative and cohesive working relationship with these key
stakeholders.
• Review (and completely redesign if necessary) the ROYW project plan that was attached to the ROYW project grant application (to be
endorsed by the TAPCYC State Manager and Managers of Launceston PCYC and Hobart PCYC).
• As quickly as possible, either play the lead role (or a leading support role) in identifying and inviting young people to undertake the
ROYW program (in collaboration with the Managers of Launceston PCYC and Hobart PCYC, and potentially the TAPCYC State Manager).
• In partnership with the Managers of Launceston PCYC and Hobart PCYC develop a ROYW project reporting and evaluation framework.
• Take ownership and responsibility for meeting all ROYW project reporting requirements and timelines.
• Take ownership and responsibility for effectively capturing as many “good news stories” that can be captured via this ROYW project (in
partnership with the key stakeholders).
• Provide update reports to the TAPCYC Board (via the State Manager) every three months and these should also be shared with the Boards of
Launceston PCYC and Hobart PCYC.
About You
• Relevant tertiary qualifications or equivalent on the job experience in a similar role or demonstrated talent to be able to undertake the
role
• Have a can-do attitude and be capable of multitasking
• Have excellent written communication skills, with experience (or demonstrated talent) in project reporting writing and project analysis
and evaluation
• Have a strong understand of project and operational planning • Have excellent attention to detail
• Have high level skills in respect to technology and digital platforms • Have strong verbal communication, interpersonal and relationship
building skills
• Has skills and a passion for project marketing and promotions
• Has a genuine interest in community and providing opportunities for vulnerable, disadvantaged or at risk young people

TAPCYC will need you to work through a process of understanding our requirements and obligations under the Child and Youth Safe
Organisations Framework as it is everyone’s duty to comply with Child Safety Standards which are designed to protect the welfare of
children. As part of your duty, you must recognise that children need special care and attention that you will provide as you will be
committed to protecting and prioritising the safety of children. We will require you to hold a working with vulnerable person registration
card.
Governance
TAPCYC is committed to managing risk in accordance with our policies and processes. To deliver on this commitment, you are required to be
responsible and accountable for managing risk in so far as is reasonably practicable within your area of responsibility. You must at all
times support the development, implementation and review of risk control and mitigation strategies. Be familiar with our policies and legal
responsibilities.
Workplace Health and Safety
It’s your duty to comply with the TAPCYC policies and procedures which are designed to protect your health and safety at work. As part of
this duty, you must comply with all reasonable instructions from managers in relation to health and safety issues at work. This means
participating in workplace health and safety training and consultation, cooperating with TAPCYC as required ensuring compliance with the
law and reporting any incidents or hazards.
